1st Lt. Ethan Gameren, 31st Comptroller Squadron deputy disbursing officer, spoke about the decrease of COLA and the reasonings behind it at Aviano Air Base, Italy, May 24, 2022. The purpose of overseas COLA is to ensure that service members have the same purchasing power at overseas duty locations as in the U.S. Items such as groceries, car insurance, gasoline, and day care are taken into consideration when determining COLA rates.
